Is it possible to go to another country to study in a medical imaging program?

I live in the US and I really want to move to another country. Right now, I'm studying for my prerequisites and I have a lot of time on my hands. Is it possible to apply for a program, save up a bit of money and go there to study?

Also, which countries would be easiest to move to?
