Best place to share patients MRI/CT etc for telemedicine

I need to share DICOM images of my mum's scans with some doctors remotely. We have the CD's and the DICOM files, and I thought the best way would be to setup a server that hosts the images and has a built in viewer so that the doctor only clicks on a link.
Are there any open source solutions that let me do that? Ideally, I'd setup my own AWS server, install the solution, upload my files, set permissions, and give the doctor a link. Through the link the doctor would be able to look at the scans

What about cloud based services? I found dicomlibrary.com to be very useful, but is it safe and secure? Are there any solutions where you have your own storage?
