Constant Program Policy Changes

Hello, I'm a soon to be second year student who is currently freaking out due to yet another policy change in our program requirements. We previously only had to drug test at the beginning of our new year of clinicals so twice the whole program now we're being told we'll be tested "unannounced" during the fall semester. Is this even legal? I've worked in this hospital system already for 10 years and never been randomly tested, it seems insane to hold students to a higher standard than employees. But besides that if you have ANY experience with this PLEASE give me your input. Please no judgement, it's not needed at all right now. Thank you.
