Question for CT techs- What do you call this type of artifacting? What causes it, and how would you fix it?

I'm not a CT tech, I create 3D models from CT scans for surgical planning and custom 3D printed implants. I have an ok grasp of most things CT-wise but again, I've never trained or had experience as a technologist. Most types of artifacting I can identify or at least google if unsure, but for some reason I can't find anything resembling this. I generally just call it "cotton candy."
We have certain protocols for every scan:
- Must be 1.25mm slice thickness or less
- No gantry tilt
- Must be axial
- No patient movement
There's a few more but those are the relevant ones.
So, with those protocols in effect, is this still avoidable? Is it a crappy CT scanner? A reconstruction issue?
